Russian investigators have determined that both pilots of an Antonov An-28 were intoxicated by alcohol before the aircraft crashed on a domestic service in the country's far east.

De skulle rapporterer passering av en NDB, og det gjorde de. Det var bare det at de var 22 km unna.

On 12 September at around 12:30pm an Antonov An-28, operated by Petropavlovsk-Kamchatsky Air Enterprise crashed while attempting to land at Palana Airport[2] 10 out of 14 people on board were killed. All 4 survivors were seriously injured.
