A Russian Air Force test pilot has flown the PAK-FA fifth-generation stealth fighter for the first time, Sukhoi says. Pilot VP Chkalov, who is assigned to the Gromov Flight Research Institute, flew the aircraft from the Zhukovsky airfield near Moscow on 25 April. Sukhoi says that the two-hour flight was successful.
Earlier in April, Mikhail Pogosyan, president of Sukhoi-parent company United Aircraft, said that the PAK-FA would enter operational testing in 2014. "In 2013 we are expected to wrap up its preliminary tests and start operational testing. In 2014, we are planning to start official state tests," Pogosyan told Russian media outlet Ria Novosti.
The first stage of those state trials should be completed by 2015. The PAK-FA developmental flight test phase includes six airframes, but one is a ground test vehicle. "Flight testing this year will go ahead with five aircraft," Pogosyan says.
Meanwhile, the PAK-FA's entry into service has been delayed by one year. "The T-50 fifth-generation jet should go into serial production and enter service in 2016," Russian president Vladimir Putin told Ria Novosti on 25 April.

En privat flyger fløy sammen med en passasjer for å se på et hus i Kåfjorddalen i Troms da flyet traff en taubane. Deler av halen og høyre vinge ble revet av og flyet var nær ved å havarere. Fartøysjefen fikk imidlertid kontroll over flyet og landet senere på Tromsø lufthavn Langnes.

Taubanen hadde installert et varslingsanlegg av typen Obstacle Collision Avoidance System (OCAS), men hverken lysvarslingen eller lydvarslingen via flyets radio ble registrert av flygeren. Undersøkelsen har avdekket at varsellysene var lite effektive. Videre har systemet en grunnleggende svakhet ved at lydvarsel bare tillates sendt på 6 radiofrekvenser. Disse frekvensene samsvarer ikke nødvendigvis med de frekvensene som benyttes til radiokommunikasjon i området og må bevisst stilles inn manuelt for at varsel skal mottas. Havarikommisjonen mener at Luftfartstilsynet ikke har gitt de nevnte problemstillingene nødvendig vekt da de godkjente operativ bruk av systemet.

The world's first aircraft designed to carry paying passengers above the Earth's atmosphere has broken the sound barrier.

Virgin Galactic's rocket, SpaceShipTwo, was transported to its launch altitude by the WhiteKnightTwo aircraft before being dropped.

After engaging its hybrid rockets, it reached a top speed of Mach 1.2 during the 16-second test flight before gliding back to Earth.

Virgin founder Sir Richard Branson hopes the vehicle will help him expand his aviation business more than 100km (62 miles) into the sky.

The Galactic has taken part in many previous test flights, but Monday's mission from Mojave Air and Space Port in California was the first time its hybrid motor was engaged.

Today's supersonic success opens the way for a rapid expansion of the spaceship's powered flight envelope, with a very realistic goal of full space flight by the year's end.

There has been considerable interest from prospective space tourists with rumours that the physicist Stephen Hawking is among those who have already out down a deposit.

Virgin has not announced a date for the first flight but has pledged to take his family above the atmosphere at the soonest opportunity in order to demonstrate its safety.

Taiwan Extends Boeing AH-64D Apache Purchase

Boeing in Mesa, Ariz. has obtained a $19.6-million expansion of an existing contract related to Apache Block III helicopters and support for Taiwan. The U.S. Army’s Contracting Command at Redstone Arsenal issued the foreign military sales (FMS) follow-on agreement. Total value of the full contract is estimated at $624 million.

To raketter ble mandag skutt mot et russisk passasjerfly idet det fløy over Syria, melder et russisk nyhetsbyrå.
Passasjerflyet, med om lag 200 passasjerer om bord, unngikk så vidt å bli truffet av de to bakke-til-luft-rakettene, som eksploderte like ved flyet, opplyser en ikke navngitt kilde til Interfax.
Ingen personer kom til skade i hendelsen, ifølge kilden, som ikke opplyser hvilket flyselskap flyet tilhører.
Flyet kom fra Egypt og hadde hovedsakelig russiske turister om bord. Flyet landet i Russland som normalt.
Opplysningen er ikke bekreftet på annet hold.

Norwegian-pilot døde like etter landing

En kvinnelig pilot fikk et illebefinnende mens Norwegian-flyet gjorde seg klar til avgang fra Malaga.

Det melder VG Nett som siterer den danske avisen Ekstra Bladet.
Den kvinnelige piloten satt bak spakene på turen fra danske Aalborg til den spanske feriebyen Malaga.
- Hendelsen skjedde på bakken etter at flyet hadde landet i Malaga. Piloten fikk et illebefinnende under turn-around etter at passasjerene gikk av, sier kommunikasjonssjef Lasse Sandaker-Nilsen i Norwegian til VG.
Kvinnens alder eller nasjonalitet er ikke offentliggjort, men ifølge kommunikasjonssjefen skal familien være varslet.

A Boeing 747-400BCF cargo plane, operated by National Air Cargo, crashed on takeoff from Bagram Air Base (BPM), Afghanistan. A base spokesman said the aircraft crashed from a low altitude right after takeoff. A fire erupted. A local police chief reported that all crew members were killed in the crash.
Bagram Air Base has a single concrete runway, 03/21 of 11819 feet (3602 m) in length.

The Brazilian navy has begun to evaluate unmanned air systems for its missions. The two current options are the Elbit Systems Hermes 450 and Israel Aerospace Industries Heron 1, both of which are already in service in Brazil in other configurations.
Elbit and IAI have already developed maritime versions of these two types equipped with a maritime search radar and electro-optical/infrared sensors, and Brazil's navy now wants to field its own maritime configuration.

The Brazilian air force's Horus squadron is operating its first two Hermes 450 systems from Santa Maria air base in Rio Grande do Sul, while the nation's federal police flies the Heron 1 from the Parana district. The type is mainly performing missions as part of an effort to fight drug trafficking.

Tokyo (CNN) -- A Boeing 787 Dreamliner took off Sunday from a Tokyo airport, the first such flight in Japan since safety issues grounded the Dreamliner fleet, officials told CNN.
Japan had authorized passenger airlines to resume flying the embattled aircraft in the country starting Friday, authorities said.
The first test flight in Japan was Sunday, All Nippon Airways officials said.
It left Tokyo's Haneda Airport on Sunday morning with a team of All Nippon engineers, that airline's chairman, Shinichiro Ito, and Boeing Commercial Airplanes CEO Ray Conner. The plane landed about two hours later without incident, Boeing said.
"With the successful completion of today's flight, Boeing will continue to work closely with airline customers in Japan and other countries on ... modification work to safely return additional 787s to flight in the coming weeks," Boeing said in a statement.


LOT, the Polish national airline, plans to begin commercial 787 flights on June 5 between Warsaw and Chicago. Later, it expects to fly its planes to New York, Toronto and Beijing.
Air India said it hoped to have flights by mid-May. The other airlines that own 787s are Qatar Airlines and LAN of Chile.
But it is in Japan where the 787 has a particularly difficult task in winning back confidence. The Japanese public has been subject to intense coverage of what first appeared to be teething problems of Boeing's next-generation 787 jet: a cracked cockpit window and a fuel leak.
Then a battery fire on a parked Japan Airlines jet in Boston in January, followed closely by a meltdown of batteries aboard a domestic All Nippon flight, catapulted the story into the nation's top headlines.
The All Nippon incident, which prompted an emergency landing, has been particularly damaging to the 787's image in Japan. All day, TV stations played footage of the incident, emergency chutes splayed on the tarmac, with testimony from distressed passengers to boot.
"I was terrified. I didn't feel alive," Masaaki Ishikawa, a 40-year-old office worker, told the Sankei newspaper at the time.
Now, some Japanese are understandably worried.
"I'd be a little scared about going on a 787, especially if I was one of the first ones back on," said Takako Aso, 69, a pediatrician who was about to board a flight from Haneda to the southern island of Kyushu on Sunday. "I don't usually check what type of aircraft I'm boarding, and I almost think I shouldn't start, or I'd be too nervous."

As Ethiopian Airlines and other Boeing 787 customers prepared to return their Dreamliners to service with battery system modification kits, the U.S. National Transportation Safety Board (NTSB) conducted an exhaustive, two-day investigative hearing into the design and certification of the lithium-ion batteries implicated in the airplane’s grounding. Sixteen witnesses testified and answered questions during the hearing on April 23 and 24 at the Board’s Washington, D.C., headquarters.

NTSB chairman Deborah Hersman said the hearing will inform the Board’s investigation of the January 7 APU battery fire aboard a Japan Airlines 787 parked at Boston Logan International Airport, which remains in the “fact-finding” stage.
“While we do not know the cause of the JAL battery fire, within a month our forensic work identified the origin of the event: short circuits in [battery] cell number six that cascaded, in a thermal runaway, to other cells. The temperature inside the battery case exceeded 500 degrees Fahrenheit,” Hersman said in closing remarks. “The questions that were raised at this hearing’s outset, about how best to ensure safety and whether or not the certification process is flexible enough to incorporate new knowledge, are certainly pressing as we conclude this hearing… We must take a hard look at how best to oversee and approve emerging technology in the future.”
Representatives of Boeing, the Federal Aviation Administration, battery manufacturer GS Yuasa of Japan and Thales Avionics Electrical Systems of France, supplier of the 787’s electrical power conversion subsystem, appeared at the hearing.
NTSB technical experts interrogated Boeing 787 chief project engineer Michael Sinnett and FAA representatives about nine special conditions the FAA developed in conjunction with the manufacturer to certify the use of lithium-ion batteries on the 787, considered a “novel or unusual” design feature at the time. Those conditions took effect in November 2007 as a supplement to the aircraft’s Part 25 airworthiness certification. One line of questioning concerned the parties’ decision to forgo adopting a stricter set of requirements for permanently installed, rechargeable lithium-ion batteries known as DO-311, issued by standards organization RTCA in March 2008.
“That standard does not take into consideration aircraft systems that could mitigate some of those requirements,” said Ali Bahrami, manager of the FAA transport airplane directorate. “We actually tasked RTCA to start developing those standards for us. What’s really important to recognize is that we did not believe that there is an unsafe condition [with the 787 batteries] by not going to the later standards. Therefore, we didn’t take initiative to change the standards applicable to the 787 because we didn’t see any need for it.”
Sinnett said that Boeing’s testing regimen for lithium-ion batteries included driving a nail into a battery cell that “resulted in a short-circuit of the cell that wasn’t as energetic as we have seen in service.” While the company thought the nail penetration test would effectively induce a battery failure, “in retrospect I believe we don’t feel that it was conservative enough,” he added.

Survivors found in hot air balloon accident: reports

  Rescue mission after hot air balloon went missing.
At least five people have been found alive after their hot air balloon fell into the Pacific Ocean off Peru, according to local reports.
The balloon, carrying six tourists and a pilot, was declared missing on Sunday morning (local time).
Authorities believed it had fallen into the sea about 200 kilometres south of Lima in rough weather, but said the chance of survivors was high because the basket could float.
Local media quoted interior minister Wilfredo Pedraza as saying five women were found alive, floating in the sea with the remains of the balloon.
"Thank God, we have located five female occupants and we are continuing to search for the two missing men, whom we hope to find alive," Mr Pedraza said

Terrortrening kunne endt i helikopterulykke

En kontraterrorøvelse som ble gjennomført i Oslofjorden i januar i år, kunne endt med en alvorlig helikopterulykke.
På kvelden torsdag 31. januar skulle et av Forsvarets Bell-helikoptre trene på innsetting av mannskaper på et større lasteskip på vei inn fjorden, da rotoren traff radardomen på skipet, melder TV 2.
– Det var to Bell 412 som var på et treningsoppdrag for å trene innsetting på skip i fart i området mellom Horten og Moss i Oslofjorden. De hadde gjort et treningsoppdrag tidligere på dagen, i lyset, og skulle nå gjøre et i mørke, sier luftvingsjef Rolf Folland ved 137. luftving på Rygge flystasjon.
Under oppdraget kom den ene maskinen litt for nær hindringer på fartøyet og traff glassfiberkuppelen rundt radaren med rotorbladet. Men i stedet for at rotoren ble ødelagt, var det radaren som fikk skader

Vel, jeg har problemer med å se hva denne serien skal være godt for, men det er vel penger det går ut på det hele. Mange av leserne av bloggen er såkalte "gamle flygere" som har opplevelser å fortelle om. Jeg hadde gleden av å fly både F-5 og Orion oppi den kalde krigen. Det var spesielt opplevelser forbundet med nærkontakt som blir husket godt, også undervannsbåtkontakter for den sakens skyld. Her følger et knippe bilder jeg tok med en Miranda Sensorex speilrefleks. Jeg brukte i hovedsak en 135 mm Soligor linse. Det var Plus-X og Tri-X det gikk i. Den siste var godt egnet til å "presse" i fremkallingen helt opp til 1600 ASA. Ja, jeg hadde fotokurs. Fargebildene er Kodachrome eller Ektachrome slides. Noen av bildene ble kopiert av min arbeidsgiver, Luftforsvaret. Jeg så ett igjen under gen. An Ethiopian Airlines 787 Dreamliner has flown from Addis Ababa to Nairobi, the first commercial flight by the Boeing aircraft since all 787s were grounded in January.
The 50 planes around the world were grounded due to battery malfunctions that saw one 787 catch fire in the US.
Over the past week teams of Boeing engineers have been fitting new batteries to the aircraft.
This was after aviation authorities approved the revamped battery design.
The Ethiopian Airlines plane took off at 09:45 local time (07:45 GMT) and landed in Nairobi, Kenya, some two hours later

Indonesian pilots concerned over safety

Pilots speak out about Lion Air's safety record and rules which they worry will lead to more accidents.

Pilots at Indonesia's largest airline say they are seriously concerned about the company's safety record.
Pilots of Lion Air have told Al Jazeera that safety rules are being violated, mostly with illegally flying excess hours.
Despite several requests, Lion Air management have not responded to these allegations.
On April 13, a brand new airplane from Lion Air missed the runway in Bali and landed in the sea.
All passengers aboard survived but pilots and former pilots are worried it is just a matter of time before a serious crash happens.

The UK Ministry of Defence announced on Thursday, for the first time, armed UAS used to target insurgents in Afghanistan are now being operated out of the UK .
Missions of the missile-carrying Reaper aircraft began from a newly built headquarters at RAF Waddington in Lincolnshire earlier last week – five years after the MoD bought the unmanned aircraft systems to monitor and attack the Taliban.
Since then the UK has been controlling the RAF’s five Reaper aircraft from Creech Air Force Base in Nevada because the British military did not have the capability to fly them from here.
However, the MoD made building a new UAS hub at Waddington a priority following the 2010 strategic defence and security review, and the centre “stood up” at the end of last year.
Waddington has become the home of XIII squadron, and defence officials said pilots from the unit have now started to take command of Reapers, working in tandem with the team in America.
There are three operating terminals at the base in Lincolnshire, and they had to go through extensive technical trials before they were deemed ready for use.
“We aren’t flying any more operations than we were before, but with the time differences between the US, Afghanistan and the UK, it is now possible for pilots at Waddington to work in relay with the those in the US,” said a source.
There are no current plans to disband the squadron in the US, which is expected to continue operating until the end of next year, when all Nato combat operations in Afghanistan will finally come to an end.
The RAF has bought five more Reaper aircraft, which are expected to be deployed in Afghanistan over the summer, bringing the total to 10. British UAS have flown 45,000 hours in Afghanistan, and fired 350 weapons, including Hellfire missiles.

Politiet mistenker at Røldal-piloten var påvirket

Politiet har mistanke om at piloten som førte helikopteret som styrtet på Røldal Skisenter lørdag morgen, var påvirket.
Ingen av de fem om bord kom til skade, men helikopteret ble delt i to da det falt i bakken ved toppen av skianlegget i Røldal i Hordaland. Ulykken skjedde før skisenteret åpnet lørdag morgen.
– Jeg kan bekrefte at det er mistanke om at han var påvirket, men av hva vet vi ennå ikke. Det er rutinemessig tatt alkotest av ham. På bakgrunn av den fant vi grunn til også å ta blodprøver. Resultatet av dem foreligger om tre ukers tid, sier operasjonsleder Ronny Lentføhr i Hordaland politidistrikt til NTB.
Havarikommisjonen var på plass på stedet i 14-tiden lørdag. Årsaken til ulykken er fortsatt ukjent.

God behold

Hovedredningssentralen Sør-Norge fikk melding om ulykken klokka 9.13. Det ble opplyst at et Bell-helikopter tilhørende Fonnafly hadde styrtet eller foretatt en kontrollert nødlanding.
– Det var fem personer i helikopteret, og alle var ute i god behold og ble sjekket av lege, opplyser redningsleder Jan Lillebø i redningssentralen til NTB.
Lentføhr sier at det videre arbeidet med hendelsen følger to spor.
– Det er det politimessige med at det har vært en ulykke. Den etterforsker vi, samt at det er mistanke om at piloten var påvirket. Så er det luftfartsmyndighetene, som holder på med sine tekniske undersøkelser, og det er et tidkrevende arbeid, sier han.
Fonnaflys daglige leder Sverre Underbakke opplyser at verken årsaken til ulykken eller hendelsesforløpet er kjent.

Politiet samlet lørdag inn informasjon fra vitner på stedet, blant dem fra skisenterets driftsleder, Oddvar Bratteteig. Han var bare noen få hundre meter unna da helikopteret gikk i bakken nær toppen av stolheisen.
– Jeg så det kom fykende inn i dalen, så ble det stille, sier Bratteteig til Bergens Tidende.
Like etter kom meldingen over sambandet om at helikopteret hadde styrtet.
– Jeg selv var rett opp forbi der det skjedde, og da hadde jeg tilfeldigvis en lege på scooteren, og vi var raskt på plass, sier han.
Da de kom fram var de fire passasjerene og piloten allerede på vei ut av helikopteret.
Helikopteret var på vei opp til arrangementet Røldal Freeride Challenge. De fire passasjerene om bord var sikkerhetspersonell som fløy fra parkeringsplassen opp til toppen av skianlegget.

Helikopter-styrt i Hordaland

Ingen av de fem om bord ble skadd da et helikopter lørdag morgen styrtet ved Røldal skisenter i Hordaland.
– Et helikopter styrtet ved Røldal skisenter med fem personer om bord, alle i god behold, opplyser operasjonssentralen i Hordaland politidistrikt.
Lege og politi ble sendt til stedet etter hendelsen.
– Vi fikk melding klokken 9.13 om at et Bell-helikopter tilhørende Fonnafly hadde styrtet eller foretatt en kontrollert nødlanding. Det var fem personer i helikopteret, og alle var ute i god behold og ble sjekket av lege, opplyser vakthavende redningsleder Jan Lillebø ved Hovedredningssentralen Sør-Norge (HRS) til NTB. Nødlandingen skjedde etter å ha kollidert med en høyspentledning. Fem personer var ombord i helikopteret. Alle er i god behold.

Boeing engineer Rich Horigan explains how the battery problem was fixed

An Ethiopian Airlines 787 Dreamliner is due to take off from Addis Ababa on Saturday morning, the first commercial flight by the Boeing aircraft since all 787s were grounded in January.
The 50 planes around the world were grounded due to battery malfunctions that saw one 787 catch fire in the US.
Over the past week teams of Boeing engineers have been fitting new batteries to the aircraft.
This was after aviation authorities approved the revamped battery design.
The Ethiopian Airlines flight is travelling to Nairobi in Kenya.
Engineering team Each 787 has two of the lithium-ion batteries in question.
In addition to new versions of the batteries which run at a much cooler temperature, the batteries are now enclosed in stainless steel boxes.
These boxes have a ventilation pipe that directly goes to the outside of the plane. Boeing says this means than in the unlikely event of any future fire or smoke, it would not affect the rest of the aircraft.

Analysis


On Saturday I will board a simple, two-hour flight from Addis Ababa in Ethiopia to Nairobi in Kenya.
It's not normally a flight that would make headline news around the world.
But this journey is special, because it should mark the end of an incredibly damaging chapter for Boeing's flagship airliner.
I'll be talking to passengers on board the flight, and it'll be fascinating to see how they feel about flying on a plane that was grounded across the globe only last January after one battery caught fire and another overheated, forcing an emergency landing.
Boeing and its customers, who include British Airways, Virgin and Thomson, will be desperate to put the whole episode behind them.

Boeing said it put 200,000 engineer hours into fixing the problem, with staff working round the clock.
A total of 300 Boeing engineers, pooled into 10 teams, have in the past week been fitting the new batteries and their containment systems around the world.
In addition to the 50 Dreamliners in service with airlines, Boeing has upgraded the 787s it has continued to make at its factory in Seattle since January.
The Dreamliner entered service in 2011. Half of the plane is made from lightweight composite materials, making it more fuel efficient than other planes of the same size.
The two lithium-ion batteries are not used when the 787 is in flight.
Instead they are operational when the plane is on the ground and its engines are not turned on, and are used to power the aircraft's brakes and lights.

Eurocopter Demonstrates ‘Me Too’ Optionally Piloted Helicopter

Istres French Air Force air base, France—Earlier today Eurocopter demonstrated the first public flight of its optionally manned capability at the Istres air base, located in the south of France and near the company’s Marignane facility.
The demonstration aircraft, an EC145 with 70 lbs of control equipment onboard, flew two demonstration paths within a restricted area inside the airfield. The first flight, with a pilot onboard but not controlling the aircraft, flew a 4D (four-dimension) flight path that involved remotely controlled takeoff, flying a programmed route via waypoints at different heights and speeds to represent a cargo run, followed by a return flight using another route to demonstrate a simulated ISR mission. This was then repeated completely unmanned and remotely piloted.

The optionally piloted program, known only to a select group within the company, was started in September 2011 at Eurocopter’s Donauworth facility. The first unmanned flight occurred on April 12, 2013 and this was the second. However, there have been more than 20 flights including monitoring by test pilots and engineers. The EC145 has not flown for longer than 15 minutes, at a speed not exceeding 35 knots and a maximum height of 300 feet within the controlled airspace at Istres.

This news should not be taken in terms of how fast, or how high, or for how long—but rather that Eurocopter has proved it now has the capability to produce a non-platform centric optionally piloted vehicle, something the company says is of interest to its customers who would have a use for it. The U.S. Army has UH-72 Lakotas; the Royal Air Force has taken delivery of new Puma Mk2s; and of course there are numerous military customers for the EC725 and NH-90. This is just the beginning.

Syntes det var greit å legge den ut på bloggen i tilfelle noen mener at dette burde kikkes nærmere på sammenholdt med funn etter ulykken:

Giske vil skyte fart i norsk romfartsteknologi

Norsk romfartsindustri omsetter allerede for seks milliarder kroner. Mer skal det bli.
– Den kunne like gjerne hete "Mellom himmel og hav", sa statsråd Trond Giske da han presenterte Stortingsmelding 32: Mellom himmel og jord: Norsk Romvirksomhet for næring og nytte.
Meldingen ble presentert ved Meteorologisk Institutt på Blindern, som har varslet været for det norske folk gjennom flere generasjoner, og i dag er helt avhengig av rombasert teknologi.
Få land som har så stor, eller avgjørende bruk for satellittkommunikasjon, overvåkning og kommunikasjonsteknologi som lille, men langstrakte Norge.

Enorme havområder

Det er i stor grad det enorme havområdet vårt, som er blitt enda større etter delelinjeavtalen med Russland, som skal være dekket i denne stortingsmeldingen.
Landbaserte installasjoner dekker ikke landets behov slik de har utviklet seg, og rombasert teknologi er en forutsetning for at det norske samfunn skal fungere.
Bedre og flere satellitter går i bane for å for eksempel kunne gi meteorologisk institutt flere og bedre data for å kunne spå været og forutsi miljø- og klimaendringer.
I nordområdene finnes ingen andre alternativer for å dekke behovene, og når isen gjennom nordøst-passasjen åpner, reduseres avstanden for skipstrafikken mellom Stillehavet og Atlanterhavet med tre tusen kilometer.

Regjeringen ber om 13 milliarder til kampfly

Regjeringen ber Stortinget om fullmakt til anskaffelser for 13 milliarder kroner til kampfly-programmet. Seks av flyene skal leveres i 2017.

 

Norge skal etter planen kjøpe i alt 56 kampfly av typen F-35, og de skal erstatte dagens F-16.

Forsvarsminister Anne-Grete Strøm-Erichsen (Ap) orienterte om statusen rundt kjøp av nye kampfly fredag.
Regjeringen vil nå be om fullmakt til å kjøpe de første flyene, simulatorer, teknisk utstyr, tjenester og trening. Den første fullmakten regjeringen ber om er på 13 milliarder kroner – en tredel av summen er til fly.
Forsvarsministeren sier at de første kampflyene vil komme i 2017, deretter vil det komme årlige leveringer på seks nye fly fram til 2024.
Innkjøpsprisen for Norges nye kampfly er beregnet til å bli i overkant av 60 milliarder kroner.

Du må være klar over at batteripakken fremdeles er sertifisert etter retningslinjer som går på gjettning. Ordbruken er "extremely remote". Dette er et system som gambler med de ombordværendes sikkerhet. I dette tilfellet betyr det at batteripakken kan overopphete, men avgasser skal kunne ventileres overbord mens varmen skal holde seg i en brannsikker boks som omgir batteriet. Akkurat nå hører og ser jeg på BBC hvor kommentator Aaron Haslehurst sier at han ikke vil fly i flyet før om tidligst ett år. Han er inne på noe der fordi Boeing og FAA har ikke funnet feilen......

A Back Seat for Safety at the F.A.A.

IF one thing is clear after this week's National Transportation Safety Board hearings on the certification of the Boeing 787's lithium-ion battery, it is that the Federal Aviation Administration and the industry it regulates share a cozy relationship that sometimes takes a front seat to safety. This relationship contributed to the grounding of the 787 Dreamliner in January and the astonishing swiftness with which the airplane was approved to return to commercial flight.
 
As a former chairman of the safety board, I know firsthand that effective government oversight helps prevent fatal airplane accidents. For decades, the F.A.A. has used what it calls "designated airworthiness representatives" to certify that aircraft meet government safety standards. They were experts selected and supervised by the agency, even if they worked for the manufacturer. But in 2005, the F.A.A. changed the process of selecting those designees, ruling that aircraft manufacturers who qualified under the new procedures could choose their own employees to certify their planes. The distinction is important, because it suggests a slide toward industry self-certification.

This laissez-faire certification system would save the aviation industry nearly $25 million between 2006 and 2015, the F.A.A. said at the time - a pittance when compared with Boeing's $81 billion in revenue for 2012. It is no coincidence that the committee that helped develop this process was made up of industry members. Essentially, aircraft makers persuaded the F.A.A. to let them certify their own aircraft so they could save money.

Problems with the plane's lithium-ion batteries emerged about 14 months after the 787 entered commercial service in November 2011, underscoring the folly of this policy. As we learned from this week's hearings, the agency let Boeing help write the safety standards, develop the testing protocol and then perform those tests. In 2008, a year after standards for the battery system were approved with special conditions on the containment and venting of the batteries, stricter industry guidelines for these batteries were released. But the F.A.A. did not require the 787 to meet those new guidelines.

The potential for these batteries to catch fire was well known. In 2011, one of these batteries on a jet built by Cessna started smoking. The F.A.A. ordered Cessna to remove the batteries, and Cessna replaced them with less combustible nickel-cadmium batteries. Incredibly, the F.A.A. failed to absorb the lessons of this experience.

Boeing initially estimated that there was the potential for one battery failure incident in 10 million flight hours. As it turned out, smoke and fire broke out in batteries on two separate 787's in just the first 52,000 flight hours. Even Boeing's chief engineer on the 787, Mike Sinnett, acknowledged to the N.T.S.B. that one of the battery tests had been inadequate and was not "conservative enough."

Now the 787 has been grounded for months, the F.A.A. has lost face, and Boeing has been losing $50 million a week on a plane that was supposed to demonstrate innovative aircraft design and help the United States recapture its onetime dominance of the world aircraft market.

Given all of that, the F.A.A.'s recent decision to approve Boeing's plans to fix the lithium-ion battery seems shortsighted and represents a complete failure of government oversight. It is puzzling that the agency was so quick on its feet to accommodate Boeing in recertifying the safety of the airplane, without even knowing the root cause of the battery problem.

And where has Congress been? The first hearing on Capitol Hill on the 787 was held just one week ago. But some of the testimony was very telling. The Government Accountability Office questioned the F.A.A.'s ability to maintain the up-to-date knowledge necessary to approve new equipment, and the Department of Transportation's inspector general criticized the agency for failing to ensure that personnel designated by aircraft manufacturers to certify their aircraft or components were competent to do so.

Congress needs to take a closer look at the F.A.A.'s practices and procedures to make sure that safety is the top priority, and should overhaul the agency to provide more direct government oversight as new aviation technologies are introduced.

We enjoy the safest commercial aviation system in the world. But what about tomorrow? After the N.T.S.B. hearings, this question is more important than ever.

INDIANAPOLIS - A hidden camera investigation from the Call 6 Investigators found a growing threat from illegal business flights of drones nationwide, prompting concerns from Indianapolis pilots and calls for action in Congress.

While the Federal Aviation Administration has not approved a single drone flight for business purposes anywhere in the country, the Call 6 Investigators found many businesses and entrepreneurs flying drones for aerial photography, including several that advertise drone flights in Indiana.

The Call 6 Investigators also pushed for the release of new documents from the FAA that show a rising number of safety complaints from pilots, as well as several drone companies that continue to fly after being warned by the FAA that their flights are illegal.

"I hope that the FAA gets involved in this and we get this stopped. This is a dangerous situation," Indianapolis pilot Roger Tomey said in response to the Call 6 Investigators' report.

Drones, or Unmanned Aircraft Systems (UAS), are only legal for hobbyists to fly under 400 feet of altitude and away from airports and populated areas, according to standing FAA rule s. The agency has ruled that any time money changes hands or profits are generated from flying a drone, those hobbyist rules no longer allow such flights.
