Heli Offshore - Tull og tøys

Dette organet ble opprettet i panikk etter ulykkene i engelsk sektor. Det de hittil har kommet med som jeg har lest i luftfartspressen, kunne vært kopi av norske regler og praksis. Det ville falle enkelte engelskspråklige nasjoner veldig tungt for brystet å innrømme at lille Norge hadde noe som var bedre enn dem.

The Oil and Gas Industry plays a fundamental part in providing the fuel that supports our modern world.  Offshore Helicopter transport is a vital link in getting 100,000s of thousands of people globally to their jobs offshore.  In October 2014, five of the world's largest helicopter companies set aside competition to collaborate on safety in the offshore helicopter transport industry.  They launched HeliOffshore, which is now growing rapidly, with interest from over 80 organisations from every region of the globe, including Operators, Manufacturers, Oil and Gas, Suppliers, Training, Safety Management, end users and Academic experts.

HeliOffshore is setting up the structures and frameworks to enable a proactive partnership (including allocation of resource) for those actions that will make the greatest difference to safety in our industry.  It links strategic priorities with frontline results in a way that focuses momentum, shares best practice, and can be measured locally, regionally, and globally in terms of those actions which enhance the ability of people and machines to prevent accidents on the frontline.
Through HeliOffshore, the global offshore helicopter transport industry will achieve and sustain ever-higher levels of safety, by continuously advocating for, and then developing and applying safety best practices. This will be achieved in part through the use of advanced technology and in partnership with other stakeholders. 

The Association will facilitate continuous improvement in safety & quality, operations, and technical/maintenance; undertake special projects and develop industry positions on critical issues affecting the sector; create alignment between offshore helicopter companies and with relevant national and international industry associations; advance the views and positions of offshore helicopter companies to international regulators, legislative bodies and other relevant stakeholders. The Association will provide a forum for sharing experiences, debating emerging issues and establishing common ground to promote co-operation, consistency and effectiveness.

HeliOffshore will operate through a dynamic global network of working groups and regional alliances. The working groups will comprise individuals from member companies and organisations, and will be overseen by Helioffshore's Operation's Director, with support from it's Secretariat. At the apex of the organisation is a Board of Governors, which today consists of five industry executives, drawn from Babcock International, Bristow, CHC Helicopters, Era Helicopter and PHI Inc;  this is set to increase with representatives from our wider membership.  HeliOffshore is led by a CEO.

While there are other organisations doing important work, none focuses exclusively on the issues or opportunities associated with the offshore transport industry. Our industry needs a global association with geographic reach and the participation of-and interaction with-customers, passengers regulatory authorities, aircraft manufacturers, and technology and training providers. HeliOffshore will represent offshore helicopter operators within relevant oil and gas trade associations, with international regulatory organisations and national regulators. HeliOffshore will play a critical role in the ever-higher, sustained growth of the offshore helicopter transport industry.

The Role

Accountable to the CEO, the appointed candidate will be responsible for:
  • Leading and coordinating the workstream activities to ensure effective enrolment, momentum and results.
  • Facilitating a network of industry experts in the articulation and delivery of best practice.
  • Creating a transparent and collaborative environment with effective two-way communication.
  • Reporting on progress, raising issues, and recommending solutions to ensure the organisations goals are achieved and that key safety benefits are delivered to the frontline.
  • Identifying key industry stakeholders (including EHA, HAI, regional forums/associations, EASA, FAA) and developing strong working relationships with them,
  • Supporting the CEO in establishing a global presence and developing credibility for the new organisation
  • Creating, refining and reinforcing the HeliOffshore's value proposition and communicating (marketing, advertising, PR) the mission statement and purpose to all stakeholders (internally and externally).
  • Supporting the CEO in representing the industry when incidents pertaining to the offshore helicopter sector occur, dealing with matters such as the Select Committee inquiry and post-incident crisis communications.

The appointed HeliOffshore Executive will be measured against his/ her ability to;

  • Facilitate collective delivery of the organisation's key deliverables.
  • Create an inclusive environment that delivers products of recognised value to the industry.
  • Build an exceptional network of positive and productive relationships with all offshore helicopter services stakeholders (including: OGP, Regulators, HAI, etc).
Candidate profile:

The ideal candidate will present with offshore aviation services industry sector experience.

An established safety champion the appointed candidate will demonstrate;
  • Well-developed powers of advocacy, effective communication, influencing and persuading skills.
  • Understanding of this or a closely related sector, with a well-developed appreciation for the governance, regulatory frameworks, safety and technology agenda.
  • An effective networker with core competencies in high-level stakeholder management, project management, safety management, and management of change.
  • Able and constructive negotiator skills with good presentational and listening capacity, capable of driving convergence towards common HeliOffshore members' positions.
  • Ability to broker value added compromises faced with differing opinions within the members/stakeholders
  • Skilled in operating in a global role; sensitive to cultural differences but able to maintain objective perspective and work through resistance to change.
  • Champion and lead change, maintaining a focus on safety and standardisation goals through an industry with complex customer service and provider/supplier relationships.  
  • Able to deliver results through managing multiple stakeholders.
  • Pragmatic and prepared to get actively involved in progressing work-streams. 
Practical Considerations

Ideally, the role will be based in London, but other locations may be considered if a legitimate business case can be made.  Relocation expenses will not be covered.  International travel is expected and these expenses will be paid.

Compensation will be commensurate with experience and qualifications.

HeliOffshore CEO Promotes Inclusion, Engagement and Delivery at Inaugural Conference

Gretchen Haskins, CEO of the global offshore helicopter association HeliOffshore commended “inclusion, engagement and delivery” to more than 150 leaders attending the association's Annual Conference and General Meeting yesterday. Speaking at the inaugural HeliOffshore conference, Haskins told industry leaders that, with their commitment and collective might, the offshore helicopter industry has the momentum to drive collective aviation safety even higher.
“Focusing on the priorities that we know will make the biggest difference to safety, together we will meet our obligation to carry people safely to and from their workplaces every day,” said Haskins. “We have the best safety experts in our industry working on the things that will make a real impact in the front line, and when you put that together with the support from the top of each organization, we can achieve great things.”
Progress on HeliOffshore priorities includes a commitment by the association to develop a ground-breaking pilot monitoring study that will determine how flight crew interact with complex automation in the cockpits of modern helicopters. The results will be used to improve pilot training by HeliOffshore members around the world.
The association has also made progress on better use of audits as a safety tool, driving use of best practices across the industry. Members are also collaborating on sharing safety data and creating common standards.
Chairman of HeliOffshore, Bill Chiles, welcomed helicopter operators from five continents, manufacturers, oil and gas companies, regulators, helicopter leasing companies and other stakeholders.
“HeliOffshore is already helping to further improve safety and share best practice around the globe,” said Chiles. “While the industry will continue to compete vigorously on commercial issues, we are putting competition aside to collaborate on safety.”
During the Annual General Meeting, the association elected two new board members to its Board: Mr. Josiah Choms, Chief Executive Officer of Caverton Helicopters and General Tan Sri Muhammad Ismail bin Jamaluddin, Chairman of Weststar Aviation Services in Malaysia.
“The Board of HeliOffshore will continue to consider the perspectives of a wide range of offshore helicopter operations. We will track delivery to make sure HeliOffshore is delivering on its commitments and enabling collaboration across our industry to deliver safety benefits for everyone we serve,” said Chiles.
Mark Stevens, Chairman of the International Association of Oil & Gas Producers Aviation sub-Committee, reinforced the offshore industry’s commitment to collaborate on safety.
"We can and must do more to ensure the safety of the offshore workforce. HeliOffshore will help us to do that," said Stevens.
HeliOffshore is focused on six priority areas, each of which was discussed in detail during the conference:

  • Flight Path Monitoring
  • Application of Health and Usage Monitoring
  • Information Exchange
  • Operational Standards
