Licence paves the way for space tourist flights once final

Richard Branson's
space company, Virgin Galactic, has been granted an operating licence to fly its
passenger rocket ship with the world's first paying space tourists aboard once
final safety tests are completed, the U.S. Federal Aviation Administration said
on Monday.
The unprecedented licence covers all operations of Virgin
Galactic's six-passenger, two-pilot SpaceShipTwo vehicle, including commercial
passenger service, which according to FAA spokesman Hank Price is contingent on
"certain terms and conditions" being met first.
Those requirements
include verification of vehicle hardware and software "in an operational flight
environment," the FAA wrote in an email.
The FAA, which oversees U.S.
airline service and general aviation, is also the chief regulatory body for
commercial space flight in the United States.
The new licence will be
modified as Virgin Galactic supplies the FAA with additional data from the
SpaceShipTwo flight test program, company spokeswoman Christine Choi said in an
email.
The company has not yet announced a date for the start of
passenger flights but is selling tickets for a ride aboard SpaceShipTwo at
$250,000 US a seat. Commercial service is not expected to debut before
2017.
About 700 people have put down deposits for rides that will take
them about 100 kilometres above Earth, high enough to experience a few minutes
of weightlessness and see the curvature of Earth set against the blackness of
space.
Virgin Galactic's original SpaceShipTwo vehicle broke apart during
an October 2014 test flight that killed the co-pilot and seriously injured the
pilot, in an accident that was ultimately attributed to pilot error. Both were
employees of Scaled Composites, a subsidiary of Mojave, Calif.-based Northrop
Grumman, which built the vehicle.
The Spaceship Company, a Virgin
Galactic sister firm also owned by Branson's London-based Virgin Group, built a
new SpaceShipTwo, the second in a planned fleet of five, and took over the test
flight program from Scaled.
The new ship, dubbed Unity, was rolled out of
its hanger on Monday for its first taxi test at the Mojave Air and Space
Port.
Virgin Galactic plans to fly from Spaceport America, near Las
Cruces, New Mexico. SpaceShipTwo will be ferried to an altitude of about 15,000
metres by a carrier jet known as White Knight Two and then released for an
independent rocket ride beyond the atmosphere.
SpaceShipTwo is designed
to glide back to the ground and land on a runway like a conventional airplane.

Civilian airline pilots flying
through fog or other limited visibility conditions will soon be able to benefit
from an optical system designed by Israeli defense industry leader Elbit
Systems, according to a report on Channel 2 news.
Normally, when flying
through fog or smoke, pilots must rely on instruments alone as vision is
severely reduced.
Elbit's new system uses special cameras to analyze
various wavelengths of light, then chooses and combines them with "synthetic
vision" based on databases of terrain and infrastructure, into an image that
will give the pilot the best visibility of the way ahead.
The image is
then projected directly over the pilot's eyes on a wearable heads-up display -
basically a set of fancy goggles - allowing the pilots to fly the plane as if
they were seeing through the inclement weather.
Projecting
information directly over the pilots' eyes allows users to turn their heads and
get real time pictures to their left and right. More traditional heads-up
display technologies project an image on a visor or windshield and can be more
restrictive.
The system was originally developed for military purposes,
but is now being converted for use by civilian aviation.
Isn`t it about time to fit etectable ELT to all aircraft operating over water? When the aircraft hit the surface on land or water, the device ejects and transmit its position to COSPAS/SARSAT. The underwater transmitters` signal is fairly weak and just about impossible to locate unless you have a good idea of the position of the crash site. (Ed.)

The AN-32 transport aircraft of the
Indian Air Force (IAF), which went missing over the Bay of Bengal on July 22,
had no underwater locator beacon (ULB) on it. Lack of this basic safety device
is making the work of search teams more difficult.
The ULB usually remains integrated
with Flight Data Recorder in the cockpit. Once an aircraft goes underwater, the
device starts transmitting signals at ultra-low level frequencies which can
travel through water. These can be tracked by submarines and other underwater
vessels for over a month, which is the battery life of a ULB. Most modern
aircraft, including those in the IAF inventory and commercial aeroplanes, have
the device fitted on them.
In the absence of a ULB, the search
teams are now looking for clues of any wreckage, oil slick of aviation turbine
fuel or any other visual clue in the area. Moreover, they will be using sonar
signals, which reflect off a metallic surface underwater. But undertaking these
activities over an area of 4.5 lakh sq km is a time-consuming and gruelling
task, which can go on for months without any success.
The missing AN-32 had two Emergency
Locator Transmitters (ELTs) - one in the tail fin and the other in the cockpit.
The battery life of these two devices, unlike a ULB, does not exceed 72 hours.
Moreover, unlike a ULB, the ELT does not function underwater because of the
ultra high frequencies signal transmitted by it. Besides ELTs, sources said,
the Soviet-made plane had four life rafts, each fitted with a Personal Locator
Beacon which transmits signals on coming in contact with water.
Like the ELTs, these systems only
operate on the surface of the sea and have a very limited battery life.
Pilot In Fatal Hot Air Balloon
Crash Had Drunk Driving, Drug Convictions
The balloon's basket caught
fire after hitting power lines and killed 16 people in the crash.
The
pilot killed along with 15 other people in the crash of a hot air balloon in
central Texas on Saturday had numerous convictions for drunk driving and at
least one drug-related charge dating back to 1990, according to online
records.
The balloon, flown by Heart of Texas Hot Air Balloon Rides chief
pilot and owner Alfred "Skip" Nichols, hit a power line, setting its basket on
fire, and plummeted into a pasture near Lockhart, about 30 miles (50 km) south
of the state capital Austin, killing all aboard.
Authorities have not yet
issued findings of their investigation into the cause of the
crash.
Online records in Missouri's St. Louis County show Nichols pleaded
guilty to drunk driving charges at least three times between 1990 and 2010, as
well as several other vehicular charges. Authorities investigate the site in Maxwell, Texas
where a hot air balloon crash killed 16 people on July 30, 2016. The pilot of
that crash had convictions for drunk driving and drugs.
In 2000, he also pleaded
guilty to a drug-related charge and spent time in prison, according to criminal
records.
Following his 2010 conviction for drunk driving, Nichols was
sentenced to seven years in prison and was released on parole in January 2012
after less than a year and a half.
In a statement on its Facebook page,
the company expressed its condolences to those killed in the
crash.
"There are simply no words to express our profound sadness at this
event that has taken away so many of our loved ones," it said in a Facebook
post.
The company said it has not been in contact with the relatives of
those killed in the crash as it is being probed by U.S. investigators. It could
not be reached for further comment.
The names of the passengers killed
have not been officially released but social media posts and local media reports
indicate the victims included a couple celebrating their 23rd wedding
anniversary with a balloon ride at sunrise.

showed flattened remnants of the red, white and blue balloon, adorned with a
yellow smiley face wearing sunglasses.
The U.S. National Transportation
Safety Board two years ago recommended greater oversight of the hot air balloon
industry, said Robert Sumwalt, who is heading the federal agency's investigation
of the accident.
It was the deadliest crash involving a hot air balloon
in the Western Hemisphere, according to the Balloon Federation of North
America.

Federal regulations don't appear to
have required the pilot of the hot air balloon that crashed in Texas, killing
all 16 people aboard, to disclose his past substance abuse issues - an apparent
loophole that the lead investigator of the crash called "unacceptable" on
Monday.
"You need a medical certificate before flying solo in an
airplane, helicopter, gyroplane or airship," the Federal Aviation Administration
says in its medical regulations for would-be pilots. That certificate must
disclose any conditions "that would prevent you from becoming a
pilot."
But if you're going to pilot a balloon or glider, "you don't need
a medical certificate," according to the regulations, which specify: "All you
need to do is write a statement certifying that you have no medical
defect that would make you unable to pilot a balloon or
glider."

The FAA told NBC News that
it had no record of any action against the pilot in Saturday's crash, Alfred G.
"Skip" Nichols IV, 49, or against his company, Heart of Texas Hot Air Balloon
Rides.
Missouri court records show, however, that Nichols had an
extensive record of driving while impaired and other driving violations dating
to 1997, some of them felonies. He had so many violations that while he was
licensed to pilot a balloon, at least one court decided he was ineligible to
drive a car until June 2020.
And Nichols' court file includes a 2013
letter from the FAA itself saying it was investigating his latest DWI case and
asking for copies of the paperwork. A spokesman for the FAA told NBC News that
some records are expunged after a couple of years.
Wendy Bartch of
Ballwin, Mo., a close friend for almost 30 years, told NBC News that Nichols
struggled with substance abuse for many years, but Bartch said he'd straightened
out his life and was "100 percent sober." That makes it unclear whether his
alcohol problems in the past made him "unable to pilot" now, and whether he
still needed to report them.
Robert Sumwalt, a member of the National
Transportation Safety Board, wouldn't speculate on a cause of Saturday's crash,
including the possibility of pilot error.
But the lack of equal medical
disclosure "goes back to the issue of oversight of commercial balloon pilots,"
Sumwalt said, asking, "Should they be held to a higher standard?"
To
Sumwalt, the answer is yes - and the NTSB told the FAA two years ago, only to be
turned down.
According to the April 2014 recommendations, "the NTSB
believes that air tour balloon operators should be subject to greater regulatory
oversight."
"The NTSB concludes that passengers who hire air tour balloon
operators should have the benefit of a similar level of safety oversight as
passengers of air tour airplane and helicopter operations," the agency
said.
And some within the FAA agree.
According to an internal FAA
report obtained Monday by NBC News, 29 hot air balloon accidents were reported
from March 2010 through August 2012. More than half of them - 16 - "appear to
have been commercial tour operations involving multiple passengers," the report
said, adding: "[t]his data provides ample justification for enhanced FAA
oversight."

"In comparison to other
forms of aviating, hot air ballooning is the most volatile," according to the
report. And yet, "there is no requirement under the Federal Aviation
Regulations" that require tour balloon pilots to submit to drug or alcohol
testing, or even to annual training, it said.
"Considering
that commercial balloon pilots fly up to two dozen passengers (depending upon
balloon size), these airmen should be subject to the same requirements imposed
on airplane and helicopter air tour pilots," it said.
Sumwalt said
Monday: "We do see this discontinuity, this disparity, in this level of
oversight requirements. We do not feel that the FAA's response to our oversight
recommendation was acceptable."
Nichols and 15 passengers were killed
when the balloon crashed into a pasture near Lockhart, Texas, apparently after
having struck power lines, NTSB investigators said. A fire broke out, but it
remains unclear whether it erupted before or after the balloon hit the
wires.
The initial investigation has indicated no existing problems that
might have led to the crash, Sumwalt said. Nichols had obtained a proper weather
report, which showed clear skies with patchy fog, and the weight load on the
balloon appeared to be within its safe flying limits, he said.
A
maintenance log for the balloon ends in September 2015, Sumwalt said. Current
logs were likely aboard the balloon and were destroyed when it crashed, he
said.
Sumwalt said 14 cellphones were recovered from the scene and were
being examined in Washington, D.C., for any clues to what might have happened,
while the wreckage itself is being examined in Texas.
Avic's AG600 Amphibious Aircraft To South China Sea
Avic’s new amphibian is hailed as match for claimed maritime territory

One week an international tribunal declares that China has no basis for its claims in the South China Sea. The next week Avic unveils an amphibious aircraft that it and state media hail as a tool for operating in the asserted maritime territory.
Coincidence? Maybe. The AG600 amphibian was already due to appear some time this year. But the timing was certainly convenient to the government and Avic, providing outstanding propaganda to feed to a public eager for signs of action on the claim.
The South China Sea appears repeatedly in reports of the July 22 unveiling. The aircraft can reach the country’s most distant territory in that body of water, says thePeople’s Daily, a leading government mouthpiece. It will be able to cope with 75-80% of water conditions there, chief designer Huang Lingcai tells theGlobal Times, a nationalist newspaper. And one reason for developing the type was the length of China’s coastline, notably including the distant coasts of the South China Sea’s islands and reefs, says thePeople’s Liberation Army Daily, the armed forces’ publication.
Rescuing people at sea has long been mentioned as a role for the AG600. But the military newspaper adds that it will also be able to carry supplies to islands and reefs, presumably not those on which China has built runways. Other maritime missions include environmental monitoring, resources exploration, anti-smuggling and, notably, the protection of rights, which must mean sovereign rights.
The AG600’s key role over land is water bombing, for which it is designed to scoop up 12 metric tons (26,000 lb.) of water in 20 sec., according to Avic. Its speed will allow it to outperform rotorcraft in the role, and its water capacity will exceed even that of the giantMilMi-26 helicopter, which China uses for fighting forest fires.
Although China Central Television interviewed a defense expert who said the AG600 could be used in an anti-submarine role, the type is not intrinsically a military aircraft. If it had been, its development would have been kept largely secret, whereas Avic has openly discussed details of the program since its launch in 2009. Moreover, China already has a newly deployed anti-submarine aircraft, a maritime version of the Y-9 transport. The same expert, Yin Zhuo, director of the navy’s Expert Consultation Committee, has said the Y-9 version is comparable to theLockheed MartinP-3C Orion.
Zhuhai-based Caiga, an Avic division that specializes in general aviation aircraft, is handling the AG600 program with help from large-airplane specialist Avic Aircraft of Xian. Development is running late. At the time of program launch, the first flight was due in 2013 and entry into service in 2015. By last year, the first flight was due in the first half of 2016, a target that has now been missed. Avic has given no update.
One evident reason for the earlier delays was Avic’s decision to greatly improve the design from what was originally an updated Harbin SH-5, an flying boat built in small numbers in the 1970s and ’80s. Underscoring the advances, Huang says the program is using new materials and manufacturing methods plus new design calculations and techniques.

The structure and system parts are 98% made in China, he says, as is 90% of the complete aircraft. The reason for the discrepancy is unclear. The type uses the WJ-6 engine, which in one version can generate 3,800 kW (5,100 hp). The engine, made in China, is a Chinese version of the Ivchenko AI-20 of the 1950s. A new Chinese engine, the 3,782-kW (5,142-hp) WJ-16, would surely have been preferred, had it been ready.
Since the aircraft is overdue for flight, the July 22 unveiling of the AG600 does not seem premature. That does not mean it was ready to fly, however. Sometimes rolled-out aircraft just look that way.
In any case, such a propaganda opportunity must have been planned at a high level, especially considering its relevance to the South China Sea claim, which was rejected by an international tribunal in the Hague on July 12.
Even without direction from above, Avic will have seen the benefit of associating its impressive new product with the contentious nine-dash line in the South China Sea that appears on all Chinese maps of that part of the world. Pleasing the public means pleasing Avic’s political masters.

SOLA/ OSLO (VG) Etter å ha varslet internt i flere år, går nå redningsleder Bjørn Jarle Åmlid sterkt ut mot det han mener er en for dårlig beredskapsplanlegging.
Som svar på hvorfor Norge fremdeles ikke har flere politihelikoptre og bedre transportkapasitet, til tross for at politiet flere ganger har bedt om det, viserJustisdepartementet til back-up-planen sin:Redningstjenesten kan bidra om det er krise.
Det har redningsleder Bjørn Jarle Åmlid ved Hovedredningssentralen sett seg lei av, og går nå hardt ut mot det han mener er feilinformasjon:
– Det er svært uheldig at den politiske ledelsen sår tvil om hvem som faktisk disponerer redningshelikoptrene i Norge; politiet eller redningstjenesten. Nå gis det inntrykk av at det er blitt ryddet opp, men det er ikke riktig. Resultatet av en så dårlig planlegging er en dårligere beredskapssituasjon for både redningstjenesten, helsevesenet og politiet, sier Åmlid.
Han er nestleder i Redningstjenestens Personalforening.
– Årsaken er enkel: Når det legges opp til at tre store organisasjoner skal ha tilgang til samme helikoptre, vil tilgangen samlet sett bli dårligere, forklarer han.
Avdelingsdirektør Jarle Øversveen ved Hovedredningssentralen Sør-Norge er også bekymret.
– Hvis tre aktører skal benytte den samme ressursen er dette dårlig beredskapsplanlegging. Slik situasjonen er nå, er det potensielt to av tre som ikke får det de har behov for hvis alle belager seg på å benytte dagens redningshelikoptre. Men en ting er planlegging – når vi står overfor en faktisk hendelse må vi sørge for at riktig hjelp når frem så raskt som mulig, sier han.
Allerede i 2012 slo Gjørv-rapporten fast at det i skrivet«kan virke som departementet gir prioritet til politioppdrag».
– Vi må umiddelbart avgi helikoptrene på forespørsel til politiet. For oss betyr det at vi risikerer å sitte uten redningshelikopter, og dermed risikerer vi ikke å ha mulighet til å redde liv. Jeg har forståelse for at kontraterror for øyeblikket har prioritet, men man trenger jo ikke å miste sidesynet helt, sier Åmlid.
– Er det et stort anslag, er det stor sannsynlighet for masseskader som må transporteres til sykehus så raskt som mulig. Det er redningshelikoptrene spesialutstyrt til. Hvis det er mindre aksjoner, har vi heller ikke kapasitet til annen redning mens det varer, sier redningslederen.

Sidestilles
Statssekretær Ove Vanebo (Frp) i Justis- og beredskapsdepartementet er klar på at politiets oppgaver sidestilles med annen livreddende virksomhet i akutte og alvorlige situasjoner, men at redningsberedskapen ikke skal reduseres som følge av det.
– Vi er ikke enig i at dette er dårlig beredskapsarbeid. Under vår regjeringsperiode har politiet flere helikopterressurser tilgjengeliggjort og bedre avtaler er inngått.
Vanebo understreker at redningshelikoptrene skal være tilgjengelige for politiet, og at det er Justis- og beredskapsdepartementet som finansierer redningshelikoptrene og dermed har disposisjonsrett over dem. Han mener likevel ikke det er grunn til å være bekymret for redningstjenestens arbeid av den grunn:
– Dersom ett helikopter avgis til politiet ved en akutt fase vil det fortsatt være fem baser med helikoptre som kan disponeres av Hovedredningssentralen, sier han.
– Ikke på beredskap for politiet
Ønsker politiet å benytte redningshelikopter i andre tilfeller der det ikke er en akuttkrise, måbistandsinstruksen utløses, som ofte vil ta tid. Det er Hovedredningssentralen som tar avgjørelsen om redningshelikopteret kan avgis.
– Redningshelikoptrene står altså ikke på beredskap til bruk for politiet til vanlig, som det blir hevdet av Justis- og beredskapsdepartementet, og politiets tilgang til å bruke redningshelikopter er knapt nok ikke større i dag enn før 22. juli-hendelsen. Politiet kan ikke påstå at det skal være en bærende transport for dem, fordi det ikke er sikkert helikoptrene er tilgjengelige eller at det mulig, sier Åmlid.
– Hvis politiet planlegger å bruke et helikopter som ikke er tilgjengelig, er beredskapsplanene til politiet å regne som fantasidokumenter, sier førsteamanuensis Bjørn Ivar Kruke, som til vanlig forsker på krisehåndtering og samfunnssikkerhet, og legger til:
– I krisesituasjoner vil Norge prioritere alle ressurser der man kan redde menneskeliv, men i det daglige med personelltransport i de vanlige hendelsene, er det ikke godt nok for politiet å håpe på at redningshelikoptrene er tilgjengelige.
Leder i Politiets Fellesforbund, Sigve Bolstad, sier at han hadde forventet at beredskapen var bedre, fem år etter terrorangrepet.
– Jeg er helt enig i kritikken. Dette bunner i for lite ressurser og for dårlig økonomi. Man får noen interessekonflikter her ved at de skal redde liv, mens politiet skal være samfunnets voktere, sier Bolstad.
Han viser til at den beste løsningen hadde vært om politiet hadde hatt egen transportkapasitet, i stedet for å risikere å måtte lene seg på Hovedredningssentralen.
– Da vet vi hvordan beredskapen er, og da er det politiet som har ledelsen av det, og det er ingen forsinkende ledd fra når politiets behov meldes inn til helikoptrene er på vingene. Det er ikke bra at dette ikke er styrket, sier Bolstad.
Statssekretær Vanebo viser til at det kommer 16 nye redningshelikoptre i 2020, som han mener også vil styrke redningstjenesten.
– Når det blir flere redningshelikoptre vil selvfølgelig politiets beredskap bli bedre. De nye redningshelikoptre vil ha større transportkapasitet og større rekkevidde. Responstiden er 15 minutter og et helikopter vil til enhver tid være tilgjengelig. Ved en alvorlig hendelse vil dette være avgjørende for beredskapen.
Øversveen tror ikke nødvendigvis de nye redningshelikoptrene gjør situasjonen bedre.
– Vi har erfaring med at en ressurs som er tilgjengelig, fører til oppdrag. Når man vet at den finnes, og det er større sannsynlighet for at man får tak i den, og jeg vil forvente at flere vil bruke den, sier han.

Airlines can strike a balance between safety and productivity on their flight decks by instituting fatigue risk management systems (FRMS) as an overlay to flight-time regulations and company policies. Such systems require a “just culture,” a working environment in which pilots can provide feedback without fear of punishment, says the president of the International Federation of Air Line Pilots’ Associations (IFALPA).
“We don’t punish for normal errors and omissions made by a reasonable person going about their daily business so long as they fess up and give us the opportunity to learn from that,” said Martin Chalk,IFALPApresident. “We consider disciplineonly where you have deliberately or thoughtlessly created a challenge.”
An AirbusA380captain with British Airways, Chalk was named to lead the Montreal-based umbrella organization of world pilots’ associations in April 2015. Speaking withAINat the recent Farnborough Airshow outside of London, he summarizedIFALPA’s current focus areas—implementingFMRS, the “unholy rush” toward airline industry liberalization and the influx of remotely piloted aircraft systems (RPAS).
IFALPAdescribes anFRMSsystem as a set of scientifically based and data-driven procedures that allow for a cooperative and flexible means of managing pilot fatigue as part of an operator’s safety management system. In Chalk’s words, it facilitates a “constant loop” of training, reporting and analysis into pilot scheduling. Layered over a company’s fatigue management policies and the “prescriptive” flight-time limitations of regulatory authorities,FRMSprovides an extra level of safety. A prerequisite of successful implementation is a just culture atmosphere of trust and confidentiality that encourages pilots to report into the system.
“Operators are often from our perspective somewhat irrational in their resistance to an open conversation as to when fatigue becomes a challenge and what impact that has on the safety margins available,” Chalk said. “The most important thing to any professional pilot is to deliver their core professional promise of a safe operation. Fatigue, because it is so insidious, because it affects your ability to make informed, considered decisions, is incompatible with professional piloting.
“We are most concerned about ensuring that our [duty] rosters are produced in such a way that we can always deliver on that professional promise,” he added. “Equally, we want our companies to be profitable; we don’t want a nice three-hour day where nobody ever gets in any way tired. That’s great, but the companies are never going to make a profit on that. We are very aware that there has to be this balance between productivity and safety.”
TheFRMSconcept is not universally well understood, and it is important that regulators and operators be apprised of both the costs and the benefits of such a system in terms of improved safety margins, Chalk said. “One of the challenges is it has both a positive and a negative effect,” he explained. “When you institute a goodFMRS, the first year pilots see fatigue days disappear and management sees more productivity, but you’ll come to a point where it plateaus. You still need to maintain yourFMRSto maintain that benefit, but there is no longer year-over-year improvement.”
If an operator decides to eliminate the cost of the system, “you have to go back to a prescriptive, less nuanced system and so the cost of the fatigue risk management system is in retaining that percentage improvement whatever that happens to be, and it will differ from operator to operator,” Chalk said.
Airline industry liberalization presents another dichotomy of cost and benefit, pitting system safety against healthy competition. Chalk mentioned South America specifically as a region where a growing number of large carriers are creating pressure for lax regulation. “They’re playing regulators off against each other, they’re clearly saying to one country we can supply all of our service to your country without any airplanes licensed there, without any need for your government interference,” he said. “They’re practicing all sorts of weird systems. They have something called ‘interchange,’ where they will have a single airplane on more than oneAOC[air operator’s certificate]—it’s on multiple nationalAOCs. One day it will be flown by one country’s nationals, the next day it will be flown by another country’s nationals. What happens then is there no clarity as to who is responsible for the oversight.”
The issue is not confined to one region; Chalk also mentioned Ireland as causingIFALPAconcern. “The Irish are quite light-handed; they’ve made their regulatory authority semi-detached from the government,” he said. “Although it’s a nonprofit organization it has to fund itself and that is having a negative effect on the basics.”
IFALPAis calling for regulatory authorities to work together to produce similar regulations governingRPASaccess to unrestricted airspace. “From our perspective the modularity of regulation is really important. To have different rules in different places just makes our lives more complicated and opens up the opportunity for error and omission,” Chalk said.
The federation supports the development of regulations that will frame the commercial use of remotely piloted aircraft. It is less accommodating of recreational drones. “We would prefer the toys to be kept away from civil aviation,” Chalk said. “We don’t want there to be a string of accidents produced by drone strikes in the way that we’ve had to deal with bird strikes in the past. Common sense says something that is made of plastic and batteries and metal is likely to do you more harm than something that is made of feathers and blood.”
