Russia is developing requirements for its Future Aviation Complex for Long-Range Aviation (PAKDA) next-generation bomber, according to air force commander Gen. Victor Bondarev. “The defense ministry is working on a complete range of requirements for the PAK DA, and after these are firmed up the industry will be able to complete the technical [design] of this aircraft,” Bondarev told reporters at the Russian air force centennial celebration earlier this month at Zhukovsky airbase near Moscow.
The PAK DA bomber would supplement and partially replace the Tu-160s, Tu-95MSs and Tu-22M3s in service with the long-range aviation establishment in charge of Russia’s land-based strategic bomber aircraft. Russia plans to fly the PAK DA in 2022, said Gen. Anatoly Zhikharev, commander of the strategic bomber force. A basic design has been completed and accepted, and industry is beginning full-scale research and development of the aircraft.
A first-phase modernization and upgrade of the current fleet of Tupolev bombers will extend their service lives, by up to 30 years in the case of the Tu-160. Ten of the swing-wing, supersonic Tu-160s will undergo a second phase of modernization starting in 2016. “This will turn it into a completely different airplane, with new instruments and avionics,” Zhikharev said.
By year-end, four Tu-22M3s will be outfitted with the SVP-24-22 avionics suite already in use on Sukhoi Su-24M front-line bombers and tested on a Tu-22M3. The ministry of defense has awarded contracts for the work to the Gefest ET avionics development company in Zhukovsky. The upgrade improves the accuracy of navigation and strike systems, and allows operations into airfields lacking glideslope guidance. Earlier this year, the air force said it intends to upgrade about 30 Tu-22M3s during the next eight years. Reportedly, between 50 and 60 of these “Eurostrategic” strike aircraft remain airworthy.
The Red Star, the official publication of the Russian defense ministry, reports that all Tu-160 commanders are flying more than 100 hours a year; Tu-95 crews are logging twice that amount; and some Tu-22M3 commanders are flying more than 300 hours a year. The newly released figures provide evidence that the country’s long-range aircraft are flying considerably more than in the past.

Et eksempel er ytelseskrav ved avgang- og landing. Fly skal tilfredsstille kravet til balanced field length. Helikoptre har gjennom mange år hatt lov til å planlegge avgangsvekten slik at du må være forberedt på å måtte nødlande i vannet. Det gjaldt spesielt for de gamle typene Bell 212 og S-61N. Dette var milevidt fra sikkerhetstenkningen for fly. Nå har jeg ved flere anledninger hørt at den helikoptertypen som er kandidat til å etterfølge Sea Kingen som redningshelikopter, EC225, har marginal en-motor ytelse. I tilfeller hvor helikoptertyper får øket MTOW ser en at denne økningen ikke blir benyttet som en hevet sikkerhetsmargin, men den blir brukt til payload. FAA Denies Max Weight Increase for Bell 429The FAA denied Bell Helicopter’s petition for an exemption to the normal category Part 27 weight limit of 7,000 pounds that would allow the Bell 429 light twin to operate at up to 7,500 pounds. Transport Canada and a dozen other countries granted such an exemption earlier this year. The FAA’s move is seen as a major setback for Bell’s ability to market the 429 as an IFR EMS aircraft in the U.S. With a full medical interior, the Bell 429 has an average empty weight of 5,100 pounds, restricting its IFR range with patient, pilot and two EMS crew aboard. Bell’s increased gross weight package requires operators to install a $115,000 kit that includes CVR/FDR, radar altimeter, HTaws and strobe lights. A Bell spokeswoman told AIN that the company plans to appeal the FAA ruling. “We have requested a meeting with the FAA to discuss its decision,” she said. According to the FAA, granting the exemption would undermine the more stringent Part 29 transport category requirements in place for helicopters with maximum gross weights (mgw) exceeding 7,000 pounds, give Bell an unfair market advantage and upset FAA-EASA “harmonization.” However, the FAA held open the possibility that Part 27 mgw requirements could be reassessed in the future.

Police have released footage of a man who was caught doing 180mph on the M6.
Ben Westwood, of Woden Road, Wednesfield, is thought to be the fastest driver to be caught in the UK.
At Wolverhampton Crown Court, he was jailed for nine years for the chase involving a stolen Audi RS5.
During the footage, sparks can be seen coming from underneath the car because of the speed at which it was going.

Qantas - Konsekvenser av dårlig resultat

Qantas cancels 35 787s on back of A$244 million full year loss
Qantas announced today that it has cancelled firm orders for 35 787-9s while revealing that it made a loss, its first since privatisation in 1995, of A$244 million for the 12 months ended June.

The decision to cancel, worth $8.5 billion at list prices, was made due “to lower growth requirements”. However, the flag carrier said that options and purchase rights on another 50 787-9s will be brought forward two years to 2016, effectively delaying the introduction of the aircraft in to its fleet from the original date of 2014.

Orders for 15 787-8s destined to be delivered to Jetstar remain unchanged, enabling the transfer of Jetstar’s A330s to Qantas Domestic and the phased retirement of Qantas’ 767 fleet.

Total revenues rose six per cent, year on year, to A$15.7 billion but this was nearly wiped out by an eight per cent rise in expenses, which reached A$15.4 billion.

Alan Joyce, Qantas Group’s CEO said that the launch of its biggest transformation programme since privatisation had been made in “extremely challenging circumstances”.

Responding to the announcement, Captain Barry Jackson, President of the Australian and International Pilots Association said “Obviously Qantas faces a challenging set of circumstances that have contributed to today’s disappointing result. However there is no denying that this airline could be doing much, much better if it had enjoyed good management over recent years… Investing in modern aircraft, like the fuel-efficient 777, would have drastically cut Qantas’s fuel bill. Fuel makes up roughly a third of total costs for Qantas, so chipping into this would have had a significant effect on the bottom line. Meanwhile, poorly thought-out attempted ventures in Southeast Asia have sucked desperately needed funds from the group. Roughly this time last year, Mr Joyce called a press conference to announced ‘Red Q’, a new premium airline to run out of Singapore or Malaysia. It coincided with a multimillion-dollar marketing campaign lauding the ‘New Spirit’. A year on and these have been discarded and proven to be giant wastes. Similarly the failed experiment in Vietnam with Jetstar Pacific must have sucked huge amounts of money from Qantas Group. Unfortunately management has not made clear exactly how much. The unnecessarily militant approach to industrial relations last year, culminating in a catastrophic decision to ground the fleet, did massive damage to the once untouchable Qantas brand”.

He concluded “Qantas pilots stand absolutely willing and able to work with management to return Qantas to success. We urge Mr Joyce to re-engage with staff and recognise that they are part of the solution, not the problem. That is the only way we can move forward from today’s result.”

I dag klokken 08:33 mottok Vestfinnmark politidistrikt melding om at et av Forsvarets Orion fly foretok en kontrollert nødlanding ved Banak flystasjon i Porsanger i Finnmark.

Det var meldt om røykutvikling i flyet. Flyet landet klokken 08:33.
NRK har fått opplyst at det er 15 personer om bord, og at alle nødetater er på stedet.
Fire ambulanser skal ha stått i beredskap på flyplassen når nødlandingen ble utført i dag tidlig.

– Skulle til Andøya

Hovedredningssentralen i Nord-Norge bekrefter hendelsen ovenfor NRK. De fikk melding klokken litt over åtte i dag morges, om at det var røykutvikling i kabinen på flyet.
– Det skal ha oppstått røykutvikling når flyet var øst for Vardø i Finnmark, sier Lars Nedrevåg, redningsinspektør ved hovedredningssentralen.
Hovedredningssentralen opplyser om at flyet sannsynligvis skulle til Andøya, hvor det hører hjemme.
– Vi varslet Seaking og ambulansefly. De satte sine ressurser i beredskap i tilfelle det skulle oppstå en alvorlig situasjon under nødlandingen, sier Nedrevåg.
Hovedredningssentralen i Nord-Norge sier de ikke vet hva som er årsaken til røykutviklingen.

Røykskadet

De har også fått melding om at 10 personer er berørt, mens én person som var en del av mannskapet skal være røykskadet.
Han skal nå være tatt hånd om av helsevesenet i forbindelse med inhalering av røyk.
Det er uvisst i hvilket omfang denne personen er røykskadet.
Klokken 10.15 bekreftet Hovedredningssentralen ovenfor NRK at 6 personer var sendt til sykehuset i Hammerfest for nærmere sjekk.
– De andre som var om bord i flyet er også tatt hånd om av helsepersonell, sier Nedrevåg.
Flere om bord ble kvalme
Informasjonsoffiser Ivar Moen ved Forsvarets operative hovedkvarter, forteller at personellet nå blir tatt hånd om og det vurderes fortløpende om de skal bli sendt til sykehuset i Hammerfest.
– Det blir gjort en vurdering, fordi flere av mannskapet kjente kvalme og hadde symptomer på røykskade, sier Moen.
Han forteller at flyet var i Barentshavet og gjennomførte en kombinert tokt og øvelse.
– Slike øvelser har vi ukentlig, så det er ikke noe spesielt med det.
– Vet dere noe om hva som har skjedd?
– Nei, det er altfor tidlig å si noe om ennå, sier han.
