NTSB report shows pilots of Pence jet at odds before LaGuardia skid

The two pilots on Mike Pence's campaign plane were at odds over how to land the jet just before it skidded off the LaGuardia Airport runway two weeks before the election, according to a cockpit transcript released yesterday by the National Transportation Safety Board.

As Eastern Air Lines Flight 3452 verged on overshooting the runway, First Officer Diego Fernando Restrepo, who was the co-pilot in charge of landing, tried to keep the plane centered on the runway, while Capt. Robert Galloway turned right, according to more than 400 pages of fact-finding material.

The jet slammed into protective barriers at the runway's end on a rainy Oct. 27 before careening into a grassy patch thick with rain-soaked mud about 7:40 p.m., several hundred feet from the Grand Central Parkway.

"I should have gone straight ahead and we would have been fine," Galloway said several minutes after the landing, according to the transcript. "When I made the turn is when I screwed up."

"I was fighting you because I was trying to stay on the center line," Restrepo said. "We would have broken just a few lights and that's it."

Eyewitnesses, including a Port Authority officer waiting for Pence's plane to arrive, told investigators that the jet was coming in too fast for the landing.

The 37 passengers, which also included Pence's staff and journalists, were not injured, but some of the nine crew members were treated for back and other pain caused by the hard landing.

In releasing the statements and evidence, the NTSB said it was not making a conclusion on the cause of the hard landing but will start analyzing the flight recorder data and other material to determine what happened. Pilots who landed just before Pence's plane reported rain and some wind turbulence but not any major problems, according to their statements to investigators.

According to his interview with investigators, Galloway warned his co-pilot that the plane was still too high over the runway and ordered him to "put it down." The captain also told investigators that he "jumped on the brakes to do all he could to make it stop," turning the jet onto the shoulders for a softer landing.

As the pilots waited for a staircase to be pushed to one of the plane's left side doors, they discussed whether they should have aborted the landing and accelerated up to come back for another landing.

Then a flight attendant informed them that a Secret Service agent wanted to talk to them.

"My career just ended," Galloway was heard saying.

United Airlines flight UA1738 returned to land at Chicago O'Hare Airport, Illinois, USA after sustaining a bird strike.
The aircraft, a Boeing 737-900ER, was climbing after takeoff from runway 22L at Chicago O'Hare Airport when a bird was ingested in the no.2 CFM56-7B26 engine.
The crew arrested the climb at 3850 feet and returned to the airport for a normal landing on runway 28R, 25 minutes after takeoff.

A German-registered Challenger rolled several times after encountering wake turbulence from an Airbus A380 over the Arabian Sea, investigators have confirmed.
The encounter on January 7 exceeded the Bombardier CL604 Challenger’s airframe certification design load and the aircraft could not be repaired to an airworthy state, Germany’s Federal Bureau of Aircraft Accident Investigation (BFU) said in a May 18 preliminary report.
The incident occurred as the aircraft was flying at 34,000 ft. between Male, Maldives and Abu Dhabi’s Al-Bateen airport, when a UAE-registered A380 flying at 35,000 ft. from Dubai to Sydney, Australia, passed overhead.

Around 45 seconds later, the Challenger began to roll, with the bank angle steadily increasing, from 4 deg. to 6 deg. over 10 seconds. Then, within one second, the bank angle increased to 42 deg. The airplane continued to roll despite control inputs by the crew and it completed several rotations.

Flight data recorders showed vertical acceleration of 1.6G before fluctuating to 3.2G. The aircraft lost some 8,700 ft. of height, and airspeed increased to 330kts before the pilots managed to engage the spoilers. The crew declared an emergency and diverted to Muscat, Oman where the aircraft landed safely two hours after the incident.
A statement from the flight attendant, who had been looking after the aircraft’s six passengers states the “airplane had turned three times around its longitudinal axis, during which the occupants had been thrown against the ceiling and the seats.”
In the cabin, there was damage to seats and panels while seat armrests on four seats in the front had been deformed or had fractured.
One passenger suffered from head injuries and a broken rib; another fractured a vertebra. The other passengers and the flight attendant sustained minor injuries. The report does not identify the aircraft, but it is understood to be D-AMSC, operated by German general aviation operator MHS Aviation.
The investigation continues.

Stratos 714 Moves into Next Flight-Test Phase

Stratos Aircraft received U.S. FAA clearance to move into the next phase of the flight-testing program for its Stratos 714 single-engine personal jet. After years in the making, the Stratos 714 first flew on November 30 and since logged 42 hours and 33 flights, reaching speeds of 320 ktas and an altitude of 17,000 feet.
The company test pilot reported good handling with the sidestick controls and was impressed with takeoff and climb performance,” Stratos said of the initial flights.
Following those tests, the FAA removed initial flight limitations, including distance restrictions, clearing the way for more advanced development and testing, Stratos said. “We are extremely pleased with the progress we’ve made up to this point,” said CEO Michael Lemaire. “We haven’t encountered anything that would require a major change in the design.”
The aircraft, powered by an embedded Pratt & Whitney Canada JT15D-5, is set for upholstery and painting shortly and will make its public debut at next month’s EAA AirVenture show in Oshkosh, Wisconsin. Plans call for continued flight testing before it makes another appearance, this time at NBAA’s convention in October in Las Vegas.
Stratos has not yet begun taking deposit on the aircraft, saying it is waiting until it gets closer to certification. But the company added it is “recording expressions of interest.” The aircraft, which will be certified under Part 23, is designed for a speed of 400 knots and a 1,500-nm range.
