Dozens of people have died after a passenger plane crashed with 67 people on board in Kazakhstan, local officials say.

The country's emergency ministry said there were 25 survivors.

The plane, operated by Azerbaijan Airlines, caught fire as it went down near the city of Aktau. The cause of the crash is not know.

Azerbaijan Airlines flight J2-8243 was en route from Azerbaijani capital Baku to Grozny in Russia. Reports say it was diverted because of fog.

Video verified by Reuters news agency shows the plane heading towards the ground at high speed, with its landing gear down.

Seconds after it seems to attempt to land, a huge fireball erupts.

There were 62 passengers and 5 crew members on board the Embraer 190 aircraft, the transport ministry reported.

Those on board were mostly Azerbaijani nationals, but there were also some passengers from Russia, Kazakhstan, and Kyrgyzstan.

Aktau airport is open and operating normally, authorities said.

The BBC has contacted Azerbaijan Airlines and Embraer for comment.

Narrative:
Azerbaijan Airlines flight J28243, an Embraer ERJ-190AR, crashed at Aktau Airport after having declared an emergency.
Flightradar24 data show the aircraft having fluctuating altitude and speed data. There were five crew and 67 passengers onboard.
According to preliminary information from the Ministry of Emergencies, 28 survivors were taken to the hospital.

Flight J28243 took off from Baku International Airport (GYD) in Azerbaijan at 03:55 UTC on a flight to Grozny Airport (GRV), Russia.
Flightradar24 ADS-B data appear to be normal until 04:25 UTC.
At 06:07 UTC the flight shows up over the Caspian Sea, squawking 7700 (emergency). Altitude and speed data are fluctuating as the aircraft heads to Aktau Airport.
According to local media, Kazaeronavigatsiya stated that the flight crew had reported problems controlling the aircraft.

Videos show that the aircraft collided with terrain in a right wing low, nose down altitude. The aircraft broke up and a fire erupted. Post accident photos show that the main cabin area was consumed by the ensuing crash fire. The tail section came to rest upside down away from the main wreckage and was free of fire damage.

Flight-tracking data from FlightRadar24.com showed the aircraft making what appeared to be a figure-right once nearing the airport in Aktau, its altitude moving up and down substantially over the last minutes of the flight before impacting the ground.

FlightRadar24 separately said in an online post that the aircraft had faced “strong GPS jamming,” which “made the aircraft transmit bad ADS-B data,” referring to the information that allows flight-tracking websites to follow planes in flight. Russia has been blamed in the past for jamming GPS transmissions in the wider region.
